What is PPa?

Many nonprofits around the world work with undocumented vulnerable populations. This causes inefficiencies in intervention programmes as they cannot identify the recipients, nor can they have useful historical information for their care and measure their evolution, since they lack documents or are not legally registered. 

To solve this challenge, we have developed a system that provides digital identity, allowing the recognition, reliable identification and correct monitoring of the people we work with, in a transparent and secure way.

Identified Need:

Not having identity documentation leaves you completely out of the system , preventing access to basic services such as education, healthcare, and social services. It also causes issues such as limited access to financial services, to the labor market; problems in exercising rights such as voting or accessing communications services. 

Many NGOs and entities around the world work precisely to fill this gap where the State does not reach. However, this lack of identification also leads to inefficiencies and challenges in implementing intervention programs. Without the ability to correctly identify beneficiaries or access useful information for their care and monitoring progress, the internal processes of these organizations can suffer from inefficiencies, or some actions and services may simply be unavailable.

PPa is a technological tool that creates a digital identity for undocumented and legally unidentified individuals. It enables organizations working with these individuals to protect them, track their interventions, register and validate their identity with great precision, and manage their data efficiently, transparently and securely.

In India, more than 10 million children live on the streets.

To fight against it, in 2013 Don Bosco YaR Forum launched ChildMiss, a child protection network, with the aim of taking children and young people at risk off the streets to protect them through data-driven planning and management of interventions.

The nearly 100 centers in this network share a database, which contains data on the minors in the network and information on their interventions. What happens is that these minors, out of fear and distrust, escape and move between centers. That is why the purpose of this database is to see if previous work has been done with the child so that the intervention can continue where it left off and not start from scratch. But what happened is that this database had numerous errors and duplicities, and that’s when Don Bosco YaR Forum asked ITWILLBE for help.

In view of the need expressed by Don Bosco YaR Forum, ITWILLBE soon realised that the solution lies in the use of technology, in particular biometrics. After market research, we saw that there is no tool available to achieve the objective: reliable identification of minors.

Therefore we started a design process together with Don Bosco YaR Forum, during which we realised that this was a need shared by many other organisations working also with other groups (migrant population, trafficked women, etc), all having in common the lack of an identity document to prove who they are. This is how we created and developed the first version of PPa, based on the use of palm biometrics. After an initial pilot, we collected improvements and feedback that led to the design of a second version which is now under development.
